Job Description: SimIS seeks an experienced Civil-Military Operations Analyst to support to NATO’s Strategic Alternatives Branch (SALT) in developing and delivering the Layer ResilienceWarfare Development Imperative (WDI). The Layered Resilience Concept considers military and civil resilience necessary to enhance National and Alliance capability to prepare for, resist, respond to, and quickly recover from strategic shocks and disruptions, across the full spectrum of threats.
The successful candidate will provide a resume that demonstrates subject matter expertise in performing the following tasks/requirements:
Specific Requirements:
Assist in the scoping work related to the Layered Resilience (LR) Concept and the drafting of the civil-Military resilience aspects of the LR program of work.
Expand on the existing LR Community of Interest (COI) and improve integration of the LR work into existing COIs, Centers of Excellence (COE), the European Union and other networks.
Maintain the LR COI unclassified Transnet page including integrating new and existing content on Civilian Resilience, Disaster Management, and emergency preparedness from other NATO organizations, Academia, think tanks and other international organizations.
Contribute to the inclusion of civilian aspects of preparedness and resilience in Training and Education efforts within ACT.
Cultivate understanding of ongoing civilian efforts to adapt, promote and prepare climate resilience relevant to NATO within Nations and other relevant organizations, including Non-Governmental Organizations (EU, UN, etc.) and Industry.
Attend SALT weekly scheduled SALT meeting, with impromptu meetings called when required.
Qualifications and Experience Required:
Master’s degree or higher in political science, international studies, security studies, emergency preparedness.
7 years of relevant experience in corporate, government, military or academic environment in the analysis of military forces, resilience, posture, planning or operations.
5 years of experience in researching and analyzing international relations and security studies, civilian preparedness and disaster management and Civilian-Military engagement and interaction.
5 years of experience working at a military headquarters on policy development, gap analysis, strategic planning, policy development procedures.
