Job Description:
SimIS, Inc. seeks a dedicated Agile/ Acquisition Contracts Professional to support the NATO ACT Branch and Innovation Hub (iHUB) to work with the NATO Contracting, Budget, and Finance (BUDFIN) teams to identify the best solution to meet the needs of the iHUB. In this position you work directly with Contracting Officers and Program/Project Managers to support your assigned portfolio.

The BUDFIN team is charged with the purchasing, leasing, and contracting for products and services including information technology and telecommunications products and services. The Contract Specialist will partner with organizational IT and business leaders to drive business value and minimize costs through the negotiation and purchase of hardware, software, software-as-a-service, and related implementation and support services. The Contract Specialist will leverage knowledge of the IT industry and structure related contracts to select contractors that will meet the needs of NATO ACT while optimizing costs.

Qualifications for the Position:
  • Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees with at least 24 semester hours of business or management related courses.
  • Minimum 3 years’ experience working in Contracts/Acquisition related field.
  • Active clearance (SECRET) with NATO certificate.
  • Acquisition Professional Certification.

Requirements:
  • Experience with managing acquisition and contract strategies of various types.
  • Understands Agile practices and can translate and creatively utilize its methods in the NATO domain.
  • Collaborate with team members and NATO (BUDFIN) to ensure agile methodologies apply to all product development and enablers as defined.
  • Track and manage the laboratory software applications and infrastructure to ensure the laboratory is maintaining the environment for agile software development.
  • Identify opportunities to help adhere to or change the policies that govern the operations of the iHUB.
  • Experience working closely with a cross-functional team.
  • Able to facilitate meetings and ensure expected outcome is met.
  • Able to break down complex problems into small measurable parts.
  • Promotes modern technologies to inspire teams to achieve creative compliance with the NATO Acquisition Process.
  • Some experience with modern software technologies and cloud-based infrastructure.
  • Excellent verbal and written communication skills with the ability to adapt communication style to meet the audience.
Special Skills and Experience Desired:
  • Familiar with NATO-specific acquisition publications, regulations, and requirements documents.
  • Acquisition Professional Development Program (APDP), Contracting Certification – Professional, DAWIA certification, PMP, or equivalent.
  • Minimum of 5 years’ experience in the field supporting various contracting mechanisms within the DoD or Federal Organization.
