Job Description: The ideal candidate will provide on-site information management/knowledge management (IM/KM) and digital interoperability support to the Air Vehicle Requirements Branch (AVRB), Aviation Combat Element (ACE) Division, Capabilities Development Directorate (CDD) at Marine Corps Base Quantico. This position requires expertise in IM/KM practices, processes, and procedures, as well as understanding of digital interoperability requirements for aviation systems. The candidate will develop, implement, and maintain standardized IM/KM processes across all AVRB manned and unmanned functional and capability portfolio areas to support requirements traceability and programmatic defense.
The candidate will be responsible for establishing and maintaining data repositories, implementing data management practices, and ensuring standardized approaches to information management across all AVRB portfolios. You will leverage your IM/KM expertise to develop tools, methodologies, and processes to support AVRB's Lines of Effort. The position requires familiarity with aviation systems and digital interoperability requirements.
The candidate performs the following specific assignments:
Develops, implements, and maintains standardized IM/KM processes and procedures for all AVRB portfolios
Designs and maintains data repositories and information management systems to support requirements traceability across all AVRB functional areas
Utilizes and maintains technical tools such as TFSMS, KM/DS, Catalyst, MCPRIME, Office 365, SharePoint, and other systems
Develops standardized approaches to data collection, management, and analysis across AVRB portfolios
Creates and maintains IM/KM Summary Reports documenting adds, revisions, and amendments by functional and capability portfolio area
Supports traceability of AVRB MCCRL and MCGL entries to the appropriate MCTL, MET, and METL
Develops tools and methodologies to assess, capture, amend, and report traceability for AVRB programs
Coordinates with portfolio managers to ensure consistent IM/KM implementation across all functional areas
Provides expertise on digital interoperability requirements and standards for aviation systems
Reports IM/KM status via monthly summary reports to AVRB Branch Head/Deputy Branch Head
Attends and participates in relevant working groups, IPTs, and other meetings
Recommends best practices for IM/KM implementation across AVRB portfolios
Experience Required:
Bachelor's degree in information management, computer science, information technology, or related field
Minimum of 7 years of professional experience in information management, knowledge management, or data management
Experience with implementing IM/KM systems and processes
Knowledge of digital interoperability standards and requirements
Proficiency with Microsoft Office 365 suite including Word, Excel, PowerPoint, Teams, and SharePoint
Experience Desired:
Experience with military information systems and data repositories
Knowledge of Marine Corps or Navy aviation systems and capabilities
Experience with requirements traceability and management
Understanding of the DOTMLPF-P framework
Experience with Program Objective Memorandum (POM) processes
Familiarity with JCIDS processes and documentation
Experience in developing and implementing standardized data management practices
Knowledge of aviation digital interoperability requirements
